Vic Vance is one of the characters in "The Rise Of Crime", who was introduced in Season 2 Ep.2.
Before "The Rise Of Crime", he served in the Vice City Army.
He's an old friend of Cesar's and was asked to join him in the gang war against The Crips.
He's the brother of Lance Vance.
In Season 2 Ep.3, Vic joined Cesar and the others in the battle against The Crips, who they eventually managed to defeat in the Battle at the Factory.
Vic Vance was killed by The Assassin in the Season Finale of "The Rise Of Crime" Season 2.
