Mike Toreno is the main antagonist in "The Rise of Crime".
He was first introduced in Season 1, where he puts the Ballas gang against the Grove Street gang in order to create chaos, while he takes control of the city. He eventually succeeded in this goal, the Grove Street gang took out the Ballas gang and he offered the Grove Street gang a new life in Vice City, so that (unknown to them), he would have control in San Andreas.
In Season 2, he also starts a gang war in Vice City, killing many guys such as Tommy Vercetti, Vic Vance, Cesar Vialpando, etc...
In Season 3, it was revealed that he now has set his eye on Liberty City, which is currently being controlled by Salvatore Leone.
